I.                   Executive Summary 

The Froggy Bottom community is located in eastern Ouachita Parish on Stubbs-McCormick Rd. The community is situated in a special flood hazard area and is inundated or threatened annually. The community was evacuated in the winter of 1999 and the spring of 2000 due to flooding.   

Due to a combination of drought conditions and agricultural interest in the area the aquifer dropped below the depth of homeowner water wells in the community. In July 2000, a state of emergency was declared in order to receive state assistance.  The Louisiana Office of Emergency Preparedness provided a Louisiana National Guard 5,000 gallon water tanker. The state of emergency and assistance request is reviewed and updated every 30 days. 

The purpose of this document is to summarize actions taken and plans to address repetitive flooding and potable water disruption in this community.

III.             Froggy Bottom Action  Plan 

A.       Repetitive Flooding 

There is a total of 11 homes targeted for removal from the special flood hazard area. 

1.      The first 5 homes will be bought out by the last day of December 2000.    

2.  The  remaining  6  families  will  be  relocated  to  an   area  off Stubbs- 
     McCormick out of the special flood  hazard  area by the middle of April
     2001.           

                  3.  The  execution of the  buyout  and  relocation is being managed by  Burk-
                        Kleinpeter, Inc under the direction of the Ouachita Parish Police Jury.                            

B.       Potable Water Disruption 

There are approximately 14 families in and around the Froggy Bottom community being impacted by the low aquifer.                       

1.      The local state of emergency will be reviewed and updated every 30 days to support our request for the Louisiana National Guard 5,000 gallon water tanker. The review will be conducted by Ouachita Civil Defense Agency. 

2.      In conjunction with our state partners (LNG and LOEP) we will work to keep the water tanker on  site until  the  middle  of April 2001.  Due to the military mission of the LNG, the tanker may be  withdrawn  with short notice.  Should  this  occur,  the American  Red  Cross  will  be  requested to  assist with potable water.  

3.      The LNG 528th will implement a winter weather program for the water tanker on site.    

4.      The City of Monroe,  Ouachita Parish Police Jury, and  Greater   Ouachita Water  have  agreed in  principle  to a  plan to provide water to eastern  Ouachita  Parish.  The  plan  includes  running water  lines  to  the  relocated  homes along Stubbs-McCormick Rd. 

5.      Homes not targeted by the acquisition or relocation  project but impacted  by  the  low  aquifer  may  access  water  lines  being supplied to the relocated homes along Stubbs-McCormick Rd. 

6.     The emergency declaration will  be  rescinded  by the Ouachita  Parish  Police  Jury  President per the local emergency operation plan
